Here is how you get the editor, regardless of how you installed the game:
Go to your GoW installation directory.
Open 'Binaries'
Right click Startup.exe, highlight Send To, and click Desktop.
Right click your new shortcut, and go to properties.
In the 'Target' box, go all the way to the end, and press space. Then type 'editor'.
Now run your shortcut. It may take awhile.
I hope this helps. I created it to help prevent all the "Where's the editor???" threads.

Why wasn't there an easier way to find the editor? Here's what I did to make it work. I don't know if this will be the same for everyone. My first install, on the Gears splash screen that comes up, I hadn't clicked on "More Options". Do that and select to install the editor. Then I did the following.
I have Vista. I went into Windows Explorer, and selected the following: (C>Program Files>Microsoft Games> Gears of War> and then selected the "Binaries" folder. In it was the Startup file. It's an .exe file. I right clicked on it, and chose "Create Shortcut". It says, "Windows cannot create a shortcut here. Do you want the shortcut to be placed on the desktop instead?". Select "Yes". Then I right clicked on that shortcut>chose properties, and in the open box beside where it says "Target", I now have: "C:\Program Files\Microsoft Games\Gears of War\Binaries\WarGame-G4WLive.exe" editor. If you installed it somewhere else than the C, it won't look like that. It does take a while for the (Unreal) Editor for Gears to come up.

I think you can do this without the install editor option. I didn't use it.
And why do you keep copying and pasting that everywhere?

I've tried pretty much everything suggested here and on other parts of the forum and I still get the Unreal Ed splash screen, hard-drive activity and then nothing; no error message, no frozen screen, nothing. Very frustrating when I wanted to test the editor and the game for machinima. Hope they get a patch out soon...

Btw, if you have Vista, just right click on the gears of war icon from the game browser and there you can choose editor. You can copy that icon to the desktop to get the that functionality instead of a normal shortcut, too.

Make sure you add a space before you type editor
so it looks like
...\Binaries\WarGame-G4WLive.exe" editor
and not
...\Binaries\WarGame-G4WLive.exe"editor
