Well its a temporary fix till there is a patch or somthing.
I noticed, at least with my game. If i change anything in video settings other than the screen resolution, that works fine. I have to actually exit the game or else my new setting wont initialize, it will say it did but it dosnt.
Thats why no matter what i set for video setting i kept getting the stutter.
Once i figured this out i could set everything to max and texture quality to medium exit the game, then go back stutters gone... every thing to low including the resultion texture quality to hight stutters back.
So anyone getting major stutter issues try to set textures to medium exit the game then go back
