I was wondering, as a programmer I'm wondering if this time the IDE is more like WOTGreal (by Harmeister) and if it's integrated into the editor itself..
WOTGreal is IMHO still the best IDE for the UnrealEngine..

the last IDE was like Wotgreal.. harmeister was paid by UE to make a UDE licensed version. Lets hope they either do it again or he at least makes a 3rd party one

Something like WOTGreal would be great... But might WOTGreal itself work with UT3? Not sure how much Harmeister still works on it, and how much effort woudl be required on his part to get it set up.

Yeah, latest developersversion should support unreal engine 3 games.. I think he still works on it now and then..
