Yeah, just wondering if we'll be able to make new character skins for Gears PC with the editor or is it limited to just maps?

Anything, yes you can make new skins, you can make new characters too and import them.
You can make more campaign levels, multipayer maps, weapons, gametypes, vehicles, anything.
For some of those things, you'll need to know unrealscript.

Admittedly I know little about PC gaming, so just wondering, will it be possible to import assets like characters, level building blocks and other 3D models into say.... 3D Studio Max or other 3D modeling software? To use as guides to building your own?

Yes, you can export anything you make in 3ds max or maya or any other 3d modeling program as an .ase file then import it into unreal ed. Other extensions are supported but the most common used is .ase. These are called "static meshes", they do not move or interact unless you script a matinée with kismet but the actual mesh does not move.
If you want a mesh to move you have to create it's own animation in your 3d modeling software and export using ActorX found in the link below.

Characters are different and will be very difficult to create a completely customized one because of the animations and how they were done. Anyway, if you are going to make your own character and import it into gears you need to know unrealscript.

google "Mastering Unreal Technology" or go to 3dbuzz.com making a model is time consuming and difficult. learn now if you are young.

There are thoughsands of total conversion mods built on the UT games using the Unreal ED.
Red Orchestra won the "1 Million Dollar Make Something Unreal Contest" some time ago, and now the modding team who developed it has turned their incredible once free total conversion mod for UT2004 to a full released stand alone game, which you can now buy for a price on steam.
EDIT: Incase you might not know what game in particular that is....
It's a World War 2 first person shooter which was nothing more then just a mod on UT, alot like Call of Duty in a sense but with also vehicles included.
The mod team that put it together which like I said earlier, happened to win 1 million dollars and a free license of the Unreal Engine 2. And also like I said earlier, the mod has now been transformed into a full game that you can buy off steam.
Technically you could create anything you want with Unreal ED, as long as its not breaking any copy right laws.
Example: Creating Halo on Gears of War is completely possible but would be illegal:eek:

Ohhh yeah, now I can practice some 3D stuff.
About how much are the other programs, like maya or the other one.

You can get a learning edition of Maya for free that gives you access to the basic modeling tools. It even ships free with games like UT2004. If you are new to character design and modeling, that'll be fine for learning. However, if you want to work with the full software, prepare to cough up between $2500 and $10k depending on the exact package and add-ons (assuming you buy it, ahem).

You don't just make "new skins" for Gears of UT3 (unless you want to change the color).
These models are from HI-RES (millions, sometimes nearing 80 million, but usually 2-8 million polygons) models, it won't be nearly as easy as UT2k4 was. Also, don't cheap out, else your character will look sorta silly looking like a ut2k4 model next to a Gears of UT3 model. :D
As for 3d program, I'd suggest 3D Studio Max. Also, if you're in school, you can get the academic edition for pretty cheap (however, it's not for commercial use, just for education/mods, etc.) also XSI just released their mod tool, so check that out as well. ;)
