If a user makes a map, he could submit it to an internet-site that again sends the map to xbox live and places is in a section that are accessable from an xbox 360 by pressing X for downloadable content when on the GoW main menu. the maps are sorted after theme, size, and ratings.
Before hosted on xbox live, the maps are judged by either some sort of moderators or a user-based community like newgrounds.com's flash portal, (members of the site downloads it for the PC, tests, votes/reviews, not as reliable, but damn it goes faster) and will either be deleted for being rubbish, or rated good enough to pass.
It's not that hard :D then 360 users too could just download the program for the PC, make their map, submit it to the site and hope for the best :)
What do you think? requires a little work, but will certanly please a lot of 360 owners

sorry guys, but this thread proves why this is not possible: (differen't versions of the unreal engine and the time taking process of getting stuff up on xbox live)
