Homing?

So I was playing someone who was Raiden, and his shock cores kept coming at me and wrapping around me. They were impossible to dodge!
I personally think that is a cheap tactic, but if it's part of the game I wanna know how to do it. I've heard of homing before, but I have no idea how it works. I don't think it's a character specific thing is it?

Can someone help figure this out?
If anyone has any advice on how to dodge homing shock cores, that'd be awesome too.

Maybe he had great aim, But are you sure it wasnt a malcolm because that can only happen with a malcolm.

I thought it was Raiden, but I could be wrong.
I didn'tknow malcom had homing though.

It can also happen with sapphire i believe, i could be inccorect though.

Saph and malc have homing. no 1 else
