Quote: "I believe not sure on this, he is thier lead designer."

The last I heard this was correct, although to think about it in a logical way for current affairs, Cliffy B is the lead designer on Gears of War, and Steve Polge is the lead designer on UT2007.

Cliffy is still lead pimp though.

Then where does Mike Capps fall in on all of this? Is he new to the Epic Games team?

www.epicgames.com/epic_scion_press_release.html

"Michael V. Capps, Ph.D., former CEO of Scion Studios, will head Epic's development and production management in his new role as president of Epic Games. Tim Sweeney remains Chairman and CEO of the company. Before founding Scion, Dr. Capps designed and produced America 's Army, the hugely popular multiplayer US Army game built with Epic's Unreal Engine technology."
