I own an invasion server and i want to make it so some on my admins can kick players when logged in as a special admin. I dont want them to be able to ban or use the console all i want them to do is to kick. But when i check the kick players box in the Admins & Groups section and save it they cant kick ingame (yes they can login) the only way i can get it so kick works is to make it so they can use the console which is what i dont want since i have admin plus.

Is there any reason why it doesnt work properly?

i've never used groups..but as a sidenote..if you don't trust them to do anything other than kick..i don't know that i would trust them with that either..
