Text to Speech help

I can't get my Text to Speeach feature to work anymore. I have it enabled in my audio settings. Does anyone have any ideas how to make it work?

You might have to check the TTS settings in your control panel under windows.

I do have a related question... anyone know where to download the Microsoft TTS or where it is on the UT2004 discs? I know there's a download off of MS's website, but (memory is failing me) I don't think it was necessarily the file(s) I was looking for.
