What are the actor classes i have to change for a person to climb up a sniper tower (static mesh).

its accually a volume that you place where the ladder is.

make a brush that is the size of the ladder mesh, but wider than the mesh so it doesnt look like it really belongs there, but it does. then click the volumes button and click laddervolume.

you could make a lift or a jump pad.. but that might not be the look you're goin for
