Onboard vid chip, XP and only 256mb of memory is your problem.
All trying to get their greedy mitts on what little memory you have.

1) Buy a video card.
2) Buy more RAM.

Even on a rig like mine it's hard to create complex maps and I have a:
AMD Athlon 64 3200+ OC 2.2GHz
1GB OC 400MHz RAM
NVIDIA 6800 OC 360MHz
120GB HD w/8MB cache
Same problem with this guy... http://www.ataricommunity.com/forums/showthread.php?s=&threadid=441442
Woops, both of you are the same!

The RAM is enough (god knows I have mapped on that amount of RAM) however the onboard video is most assuradly not
I'm guessing you run the game in software mode (since I'm almost 100% sure that vid card does not supprt DX8.1)
UEd requires a DX8.1 compatible vidcard, it won't run in software mode

The ram is only enough if the onboard video card didn't exist, almost always with onboard video, the video shares ram with the CPU so his computer has 256megs of ram to split between the CPU and video card with windows XP, diffenately not a good combo.

:( You could always do some "free" stuff websites. Most of them work and get you quite a lot of money in a month or two.
