You need to open it and forward it from your router to your computer.
If you are not behind a router but have a firewall, you need to allow access on that port.
Are you trying to run a server? If so, there's more than just that port that you need to open.
If all you're trying to do is play online, you should not have to open any additional ports.

Log on your router and open it. I can't walk you through it because I don't know what make and model of a router you have.
Pick up the user's manual, it's all detailed in there

Do you have a router or a modem?
This (http://support.microsoft.com/default.aspx?scid=kb;en-us;842242) will be helpful if you are using Windows XP with service pack 2.
If you don't really understand it, running a server might not be a good idea.

a) Do you have a router or modem? A modem is most likely plugged in via usb. Router via ethernet.
b) Why do you think AOL is blocking the port?
c) Don't use AOL ;)
Finally I would strongly suggest >not< running any kind of public server if you are not reasonably confident with what you are doing.

MonsterMadness said it. If you don't know how to do a simple thing such as opening up a port, you have no business running a server just yet.
Do some reading and don't be too lazy to read your router's documentation.
