Errr well, it is an instagib shock rifle that has a zoom function on altfire (like a LG).

First time I encountered it was on an instagib Invasion server, which also had a shock combo instagib rifle.
This reminded me that I believe that Zoominstagibextra2004z is probably part of InstaGib4ever (or was used as part of it):
