There is no normal map support in UT2004... unless you want to do a lot of coding.

Basically they allow a low poly surface to look high poly. If you've seen the Unreal 3 video they use normal maps.

Funnily enough, there is a texture package called NormalMaps.utx included with the game that suggests to me they did at some stage think about including support for it (you can view a normal map test texture in there). Perhaps they decided it just wasn't worth the effort to include it with the UT series, but I'm sure if you licensed the engine you would get access to it :)
