how do i enable advanced admin?

I have been unable to run UT2k3 in advanced admin mode, i had to put the username and password on the command line, could someone please explain _exactly_ how to enable the advanced admin functions.... in UT2k3 it had a line that needed to be added to the config, and then the default password for web admin would be Admin/Admin (case sensitive) but this never worked... so if someone could give me the exact procedure for enabling the advanced admin that would be useful.

imake sure u do not already have an xadmin.ini file already, simply delete it if u have

yeah thanks its exactly the same as UT2k3, only in UT2k3 it never worked for me... seems a few problems have been ironed out for UT2k4
