if you have a router you need to open ports in order for the server to show on external....
The default ports are 7777, 7778, 7787, 7788, 28900, 28902. And 80 for webadmin.

These links below should really help you. I had trouble getting mine set up as well. My linksys router was what it came down to in the end. You need to forword several ports and check BOTH protocols (TCP & UDP) in order to get them to work. These are the ports you need to forword:
7777
7778
7787
7788
11777
10777
28902
and you need to forword 1 additional port in order to use the web admin. This port can be any open port of your choice. You specify which port this is in your ini file. the links below discuss this.

i'm going to reinstall the whole server again, try to do it the right way....in the dedicated server folder in the read me file it says this
There is no installer for this version. Simply unzip the contents of this archive
into a directory on your server.
how the hell are u suppose to do this if u dont' even have the server installed yet???????? this sentance don't make sense...please answer and don't give a link

its just the file structure...just take the folders and put them in a directory..

yup
but if you already have ut2k3 installed...i would recommend making a different directory than the one you already have the game installed to.

no. only one key will be visible. you can't use 2 keys on one machine (unless I'm mistaken)...You can have either or..not both.

maybe u misunderstood...one key in that folder is for my retail game, if that key is removed or written over, my ut2003 game won't work.....i have one cd key for the retail game and the other for the server....i don't have 2 server keys....is that what u thought i meant? so am i ok

If you have a retail key you don't need another to run a dedicated server. One key supports one client and multiple servers. Only when you use the standalone server do you need to get a "server key" (that can't be used for clients but still supports multiple servers).

i'm currently using both keys the retail game key and server key....my server does show up on the populated server list....so your saying i should delete the server key and with my retail key i will still show up in the populated list?
i can start server from within the game at the host multiplayer option and its in server list....but i want to learn how to do it using the dos/prompt so i can do more things
i am having a problem with the server, my server kicks my friend off at the end of each map and gives him a critical error message and sometimes the server freezes up on him, but i think that started when i started to use the mapvote400b11.....i do want to use mapvotes and have various maps and to do that i have to learn the dos/prompt way....
