redirects sending .ogg files

I have noticed some users are also not recieving .ogg files when joining my server. I am using a well known redirect, I have confirmed the .ogg file IS present, and has been compressed properly. I can clear my cache out, and recieve the .off without issues, however the next person that comes along, does not.

Is there an additional client side setting that controls that? or?
