When I look at my server in the admin web browser it says World Stats Logging and that is checked. But when I look at my server through the UT2003 ingame server browser it says ut2003 stats disabled. Are the stats a differn't setting?

Hmm well I looked at the link, I would think what was suggested on the page would have worked but it says..
Enabling Stats on a Server
Edit your UT2003.ini file and make sure the following are set:
[IpDrv.MasterServerUplink]
DoUplink=True
UplinkToGamespy=True
SendStats=True
First thing is when I looked at my ut2003.ini file there was no IpDrv.MasterServerUplink section the only thing that was in there was ServerActors=IpDrv.MasterServerUplink. So what I did was added
[IpDrv.MasterServerUplink]
DoUplink=True
UplinkToGamespy=True
SendStats=True
to the bottom of the ut2003.ini file and rebooted the server.
Still it says UT2003 stats disabled.

LOL I heard that...:)
I found my problem, I am using UTVote16...I had to go under this section: [UT2Vote16.UT2VoteGameTypes] and change gamestats to True ;)
I am now tracking stats...Woooot!
Also make sure your start up script includes this line
?GameStats=True
Hopefully this helps ya out...:)

are you using bots? stats won't work if you're running bots in the game.

All that other stuff was too confusing. Here's what worked for me:
1) enable stat tracking via web admin
2) get in game, log in as admin, and execute the admin command to change maps like this in the console:
admin switch DOM-Suntemple?game=XGame.xDoubleDom?GameStats=True?Min Players=0
That switches it to Double Domination (threw in switching to the best gametype as a bonus) Suntemple and enables stats. When you change maps via any other method, stats remain enabled.
Stats should stay enabled until the server is rebooted...if that happens, do it again.

No ini file. On the commandline you use to start the server. As in:
ucc server blahblah?GameStats=True

Well the company that runs my server has it restart every day. I don't want to have to do that every day to enable stats. There is no .bat files that would run that command on startup?

Since you don't rent your server from me I can't tell you... But I'm pretty sure that they have an startup script arrangement that can be modified to suit.
