So does anyone know if theres any possible way to export the player model meshes or level meshes from UT2k3 to any other format, say .3ds or something of that sort?

You can't export the player models but i believe they have been released in both Max and Lightwave formats. You should be able to get hold of them from the Epic site (not UDN - unreal.epicgames.com I think).
As for static meshes, the only way I've found to do it is convert them to brushes and then export as OBJ, which is fine for taking a look at how they're constructed, but no use if you wanted to tweak and reimport them.
