I'd like to run my UT2003 soley off my hard drive, but I'm not getting the option when I install it. Any suggestions?

The only option IS to install it all on your hard drive. The CD is only needed for authentication, although patch 2225 removes the authentication check.

How is this done? Is it as simple as "explore, copy, paste"??
Can you "install" from the harddrive too?

nope... you could bypass the installer by copying and adding some reg keys manuall but it's very uncomfortabel, and you have to configure ucc via registry etc....
youst insert disc1 and follow the isntructions.. you will never be asked about installing partly on hd or fully on hd and afterwards EVERYTHING IS on he hd...
and yes you should be able to isntall from hd.. copy the files from all 3 cds into one big foder (no subfolders like "CD1" or "2", but keep the hirarchy existing..) then start via "setup.exe" or something...
